Stimulated by a number of workshops on
policy evaluation held by the Flemish Association for Pubic Policy and
Management (Vlaamse Vereniging voor Bestuur en Beleid, VVBB) in 2006,
the launch of a Flemish Evaluation Platform (Vlaams Evaluatieplatform
- VEP) has been prepared behind the scenes during the past months in 2007.
The initiative stems from different organisations - VVBB, the Public Management
Institute (K.U. Leuven), the Higher Institute of Labour Studies, The Institute
of Development Policy and Management (University of Antwerp), The Centre
for Social Policy Herman Deleeck (University of Antwerp), the Study Centre
of the Flemish Government, the Belgian Court of Audit, the Social-Economic
Council of Flanders, the Flemish Environmental Administration, and the
Management School of the Province of Vlaams-Brabant.
The Flemish Evaluation Platform aspires to be an open network, oriented
at organising and promoting the exchange of ideas, experiences, knowledge
and information on policy evaluation, between all actors, policy sectors
and governmental levels. To emphasize its accessibility, the platform
explicitly opts in favour of a structure without paid membership.
In presence of more than 200 interested people, the VEP was officially
inaugurated on Friday 7th December 2007, in hall 'De Schelp' of the Flemish
Parliament in Brussels. Distinguished speakers of important organisations
in the European world of evaluation, i.e. the European Commission and
the European Evaluation Society, have introduced the event. At the kick-off
event the audience was introduced to the evaluation platform, its mission
and future role. The participants entered into a debate with privileged
witnesses and users within the federal, Flemish regional and local public
sector. Also, they took the opportunity for shaping the themes and activities
which will figure on the agenda of the platform during the coming months.
